Emergency services should bill people in accidents or those who get lost on hiking trails etc. Unless they are a resident in that jurisdiction because in that case you are already paying for the service.

Unfortunately to really make changes happen, you need 2 of the 5 commissioners to agree with you and push for the same change, not always easy to do.

Fire Districts raising taxes yes - a open meeting must be held prior to the district adopting the budget where taxpayers can view and question the budget. Changes may or may not be made, just because someone complains doesn't stop the adoption of the budget. Buying fire apparatus or constructing or remodeling buildings or other high value projects have to be advertised in legal notices indicating the use of taxpayer money (separate from bids for such)

One of the few times a town would be involved is when a fire district wants to adjust it's boundaries (if multiple districts serve the town)

We have been discussing mutual aid for fires but what about just a good old busy day of BS when 1 & 1 are tied up on mva's or other nuisance calls and then they call for assistance just to cover those calls. That is when the other departments will really get pissed off. Just a bad situation all around!
