The taser was the right choice. Anyone that doesn't think so is foolish. With so many whacked out people out there, no cop should ever wait and see what might happen, it could be too late. For anyone that thinks this kid looked innocent, may I remind you that the "Times Square Terrorist" used to go jogging and people said he was "strange," yet nobody ever spoke up until AFTER he tried blowing up Times Square. I say take action, because if you wait to see what happens, you may regret it.

For me, it was a no-brainer to invest in something for all of our firefighters. For about 10 years, I always carried a rope and beaner as a means of bailing out in a jam. We issued the same to the majority of our firefighters about 10 years ago, but we made the mistake of not providing ongoing training with them. Shame on us, but like alot of departments, we "lucked out" and never needed them. The majority of our response area is single family homes, with some multi-families, three-story mixed occupancies, 3,4,5 story commercial, and one apartment building that is close to 8 stories tall in the rear, while only 4 stories in the front. We regularly respond Mutual Aid to areas with apartment buildings and three-story frames. Often times, you can't get ladders to the top floor of many of these buildings, so by doing our risk assessment, we decided to provide a new self-rescue system to our Interior members. I know some think it's a waste of money, but it isn't. You can not put a price on safety. Drop a parade or two and buy 10-12 systems which may save your guys' lives. Every FD in this area can surely find the money to purchase a rope system, it's a matter of prioiritizing your purchases. It wasn't easy, but we're on track to purchase a certain number of systems per year and to train our members every year. Once we outfit those that need them, and train them on them, we will then send members to Train-the-Trainer programs in order to provide annual refresher training, at the least. As one of those that once had to consider bailing out of a 7th story window, it'll be nice to know I have another option now.

Out of curiousity, what was the initial call to 911 for? Was it a car smoking, car fire, suspicious vehicle, etc? I think most 911 answering points would never think that a car smoking would be something like this, and send a normal FD response for a car fire. It's sad to think this, but we truly can not assume anything is routine anymore, with nut jobs like this out there. Sometimes it's better to rely upon your gut instinct over anything else. If something doesn't seem right, it probably isn't. Step back, absorb the whole picture, then proceed with your action plan. Great job NYPD & FDNY!

The location in the paper is wrong, but the motorcyclist that crashed yesterday on Route 9 has passed away. Lohud Please be safe out there on your motorcycles, and those of you in your cars - be mindful of them. Incident was originally dispatched as Route 9 northbound, south of Montrose. Car 2083 located it north of the Montrose exit. E119 & 55B2 continued in, R18 returned. Car 2082 requested Montrose FD to be dispatched as the incident was in their jurisdiction. R51 shut down northbound traffic for a little more than an hour while we picked up and assisted SP.

At 05:40, the Croton FD and Croton EMS were dispatched for a report of a vehicle in the water with person(s) trapped. Conflicting reports to 60 Control put the incident at a couple of different locations in the Village. Croton PD confirmed the incident was at the end of South Riverside Avenue in the Van Cortlandt Manor property. On our arrival, we found multiple police units on the scene with one car on it's roof in the Croton River, some 20 feet below the road. We later found out that this was the result of a pursuit that started in the Montrose/Peekskill area. As FD units were arriving, NYSP members were in the water, removing the driver from the car and placing him in custody. Originally, a ladder was requested to bring everyone back up, so the ground ladder from E119 was requested then cancelled, as those members were able to get back on land from a lower point. The subject was evaluated by and transported by Croton EMS to Phelps Memorial Hospital along with NYSP. Once it was determined that the scene was safe, CFD personnel began to implement a plan to try and contain as much of the escaping fluids as possible. We sent Marine 32 in the water with absorbent pads and booms, and called for additional equipment and support from the Montrose VA Fire Department Hazmat 3 and Marine 21. Luposello's Garage came with one of their large units and pulled the car from the water. A Croton PD diver assisted with securing the car for removal. Con Edison electric and gas, as well as Verizon and AT&T were called due the the car's proximity to underwater utilities in the area. Westchester County Health was on scene as well. All units were in service at about 09:00. Our thanks to the Montrose VA FD, Croton EMS and Croton PD for their assistance. All too often I hear missing person / child calls and wonder how long the PD agency involved waits before calling for help. Some PD's are quick to pull the trigger for assistance, others seem like they wait too long, or don't know what resources are available to them. For us, if we are called to assist in a missing person search, we send Two Engine Companies and the Rescue. This should provide sufficient manpower, two TICs, a Command Post, lighting and enough high visibility vests for our personnel so we can keep an eye on them.

To answer the "re-tone" question... Yes, any agency we (60 Control) dispatch full time that has given us their greater alarm assignments SHOULD be re-toned upon transmission of the 10-75. Since I know my own FD best, the proper way it would go for a 10-75 should sound like this: "60 Control to Croton, Ossining FAS Team, Buchanan Cascade, Croton EMS, Cortlandt VAC and Battalion 10, 123 Main Street between 1st and 2nd Avenues for a working structure fire." Same thing goes when you upgrade to a 2nd alarm, 3rd Alarm, etc. I know Yonkers also does this, starting with the "All hands," transmissions. (10-30?) Some departments may have a confirmed fire (10-75) and not have anything programmed for this, so nothing else gets done. Like everyone said, each sandbox has it's own rules...

Thanks for the info. I already called my sister who lives down the block to tell her. She goes there a lot with her husband, my 4 year old niece and less than 2 year old nephew. Now, my question is....was this a legal resident?
