  1. Well, the contract is awarded by NYS-DOT. NYS-DOT in turn funds the program, which manages/directs/coordinates the Trucks. That function is taken care of by NYSP personnel at SP Hawthorne. As for the lighting issue. Let me just say, as a disclaimer, I don't *personally* believe the Red/White/Blue lights are properly authorized. However, I imagine the rationale may be that they fall under the "Authorized Emergency Vehicle Statute" as they are (arguably) State Police vehicles. So, on both accounts, management and lighting, the case can be made they are gray areas.

  4. Not sure where you work, but I cannot think of even one incident with out local tows that even comes close to this. Sounds like potentially a regional issue for you.

  6. Perception is key. If nothing else, all they had to do was wait on the scene until a truck arrived and they would have looked like hero's to the public who was looking on.

  10. Mandates have nothing to do with it. They have chosen to issue a contract, and I am surprised to hear that they can do so without bidding.
  11. Even a contract for a Municipal Service? They are required to bid out purchases in excess of $20,000. Seems strange they could contract out something like without a bid. However, in Mount Vernon government, nothing is ever surprising.
  12. How could they not put it out to bid? If that's the case, I would think Empress has a slam-dunk court case challenging the veracity of new contract.

  14. Did you read the story? This would only begin to charge facilities who do not currently contribute. The issue is institutions, i.e. MSMC, other tax exempt properties, etc., etc., stepping up and paying a little something for services which they currently get for free. I personally don't see it as absurd at all.

  16. Mon, Tues - On Wed, Thurs - Off Fri, Sat, Sun - On Mon, Tues - Off Wed, Thurs - On Fri, Sat, Sun - Off It means you have 26 three-day weekends per year, as opposed to the old 5-2, 5-2, 5-2, 5-3 that we had. And there was a decrease in OT, but more than made up for in quality of life overall.
  17. NYSP does not have any structured programs.
  18. And regardless, WCC is in the Town of Greenburgh, so they would have jurisdiction all the same.
  19. We (NYSP) use it, and I would say it's incredibly popular. Better in all regards. A lot more days off, and if you use vacation time on the short weeks, you can have quite a few 7 day vacations, year round.

  22. Maybe I'm in the minority on this one, but I have no problems with this proposal. If structured correctly, I believe it could be successful.
  23. Are you aware of a civil case of this nature? (Serious question, not sarcasm.)
