From an editorial in The Journal News: (note-paragraph three) Waterfront developments (Original publication: January 25, 2007) In these days of luxury development and upscale waterfront condos, it is sometimes hard to remember that just a dozen years ago General Motors actually built minivans at its plant in Sleepy Hollow. So much has changed on the Hudson riverfront since then, it seems that the Lower Hudson Valley's distance from its industrial past should be measured in eons not years. It might seem that way to developers Roseland Property and GM, too. Since 2002, they have have been working on a plan to clean up the 96-acre assembly plant site and build Lighthouse Landing, a mix of housing and shops, with amenities like a theater, a hotel and a public park. On Tuesday, the village and the developers presented the final plan for Lighthouse Landing before a standing-room-only crowd at the Morse Elementary School in Sleepy Hollow. This proposal for Lighthouse Landing has a lot of good elements. It is far smaller now than when it was initially proposed - 1,250 apartments, condos and townhouses (down from about 1,562 in the last go-round). The developers will contribute land and money for a new municipal garage and a new firehouse. They will build two soccer fields and two tennis courts. They plan to contribute money to study and create an inter-municipal transportation system and a shuttle to the Metro North railroad station to help decrease the amount of traffic the project will create. And they set aside nearly 45 acres of open space, including an 11-acre riverfront park. All this from a site that is now an unusable toxic flat land. But for all that is good about Lighthouse Landing, the plan would benefit from more tweaking. The current number of homes - 1,250 - still threatens to overwhelm the small village with a heavy stream of traffic. The plan calls for a buffer to be set aside for a future estuary extension. But that would leave the restoration of the Pocantico River estuary on the village's to-do list. Why wait? Now is the time to restore the original path of the Pocantico River, which was rerouted when the GM site was filled in. Reopening the original mouth of the Pocantico would alleviate flooding upstream and create a watery haven where fish could linger and kayakers paddle. Roseland, GM, the village board and a vigilant public have worked hard to put together a plan that will have benefits for the residents of the village. With a little more tinkering, the plan could be good for the river ecology, too. Copyright 2006 The Journal News, a Gannett Co. Agreement allows Mohegan's Ambulance Corps to cut costs By THE JOURNAL NEWS (Original publication: December 27, 2006) MOHEGAN LAKE - The Mohegan Volunteer Ambulance Corps is expected to save more than $300 a month by tying into Westchester County's central-dispatching system in an agreement brokered through the county. The Ambulance Corps had recently moved its dispatching to the county's central system, known as 60-Control, in Valhalla. However, ambulance corps officers thought that the cost of a phone line, known as a tie-in line, to the radio transmitter at their Route 6 headquarters was too high, according to a statement from Westchester County Supervisor Andrew J. Spano's office Barry Brown, who serves on the corps' board of directors, could not be reached for comment yesterday. Officials from the county's departments of Emergency Services and Information Technology agreed to meet with members of the ambulance corps board to devise a less expensive solution, Spano said. "The county was able to leverage an alternate, more reliable way to connect Mohegan to 60-control, resulting in a less expensive monthly rate," Spano said in the statement. Spano said the county worked with Cablevision Lightpath to get a faster and more reliable connection at a lower cost. Officials are now exploring whether the Lake Mohegan Fire Department can generate similar savings by connecting to the same lines being used by the ambulance corps. County Legislators Bill Burton, D-Ossining, and Mike Kaplowitz, D-Somers, helped initiate the agreement, Spano said. In my opinion another agency takes a step in the right direction.

All agencies will be on the same system. The difference between the North and South Zones are the frequencies being used. When a unit from a North Zone agency travels into the South Zone, the South Zone towers will provide this unit with access to the system utilizing the South Zone frequencies. Same will happen for South into North. Talkgroups (i.e. Battalion) will be the way the system will be how the system is divided.

From what I have read yes this is a broadband network, but it will include a PTT(Push To Talk) feature, I would assume similar to the NEXTEL PTT. This network in addition to the 24Mhz already designated contiguous to this block would be advantageous for Public Safety. My posting of this proposal here is just to get this spectrum dedicated for our use. Whether the system is built by CyrenCall or someone else we need to get this spectrum dedicated for us.

Found this link on Firehouse.com CyrenCall article. CyrenCall is proposing to build a Public Safety grade nationwide communications system within a block of the 700Mhz band that the FCC will be auctioning off in 1/08. Comments will be accepted until 11/29/06. This system will not impact us in the foreseeable future, but the time is NOW that we need to request that this block of frequencies be set aside for use by Public Safety agencies. What the proposed system will be is a nationwide system that will be built by private commercial interests to Public Safety grade specifications. Public Safety will be the primary user of this system, excess capacity will be offered for use of commercial users. Public Safety use of the system will be given priority and this priority would allow Public Safety users to kick off commercial users when Public Safety needs require access. The key person behind CyrenCall is Morgan O'Brien, a co-founder of NEXTEL. Looking through the CyrenCall website it looks like he has the interests of First Responders as the primary focus of this system. Read his comments about this system at Proposed 700Mhz Public Safety System If the FCC does not support CyrenCalls proposal these frequencies will be lost forever to the highest bidder (Verizon, Sprint, etc.) As of right now the FCC is not supporting this proposal due to the wording of the Act authorizing the sale of these frequencies. With this proposal these frequencies will be dedicated for OUR use. Please access the link on the Firehouse.com link above to have your opinion sent to your local member of Congress, Senator and the FCC if you click on the cc link for FCC/FCC Commissioners. The bottom line is we must get our Representatives to pressure the FCC to support this proposal.

N. White Plains still have the two C's you mentioned in the original post. Ossining Fire Police had the C Rescue. As memory recalls and KatonahFD.org states in its History page "1964", 1965 GMC Rescue truck was delivered.

The link for info on these interoperable frequencies can be found at FCC Interoperabilty Frequencies. Scroll down to Section C, Articles 82-90 for the info. Section 90 states you "...must have a license to operate a base or control station on these interoperable channels. Mobile operation, however, is permitted on these channels without an individual license (i.e., a blanket licensing approach)." The xCALL channel will not have a PL tone and their purpose is for hailing or calling other units. Once communications have been established on the xCALL channel communications will be moved to the xTAC channels which will have a PL of 156.7.

Ford C's currently in service to the best of my knowledge: E57 Scarsdale E111 Pound Ridge E290 Thornwood Continental Village had or still has a C Engine Past apparatus I recall: R14 Ossining E205, E206 Mount Vernon E65 White Plains A lot of apparatus pictures can be viewed at LFD171's website. Pictures can be viewed by Department or brand. Great site.

I was driving by Northern Westchester Hospital yesterday when an Ambulance (didn't catch which corp, but it had LED lights on it) approached from the opposite direction with a different souding electronic siren. The actual sound was similar to the standard electronic siren, but it had a penetrating effect the electronic sirens do not have. Not as loud as a Q, but definitely does the job.

If the above freq's don't work try the Troop T freq's 453.425MHz (I87 &I287), 453.525MHz (I95). Don't normally listen to them, but have I picked them up on SignalStalker as I drive nearby the transmitters.
