    The reason explained to me many moons ago was to prevent the double collection of workman's compensation and/or disability in the event of a line of duty injury or death.

    Looking for anyone with information (specifically policies & procedures) regarding mutual aid membership in another fire department. My agency is exploring this and I'm curious how these programs are run and how insurance coverage is. I know it is increasingly popular in NYS (with bunk in programs) and now Yorktown FD is also doing a program. Any info would be helpful, or message me.

    The Community VFD is just outside of Houston, TX.  Their new Engine 91 looks like it was thoroughly thought out, especially when it comes to the health and safety of its firefighters.  I thought I'd share the video walk-around:

    Never mind the use of space in the compartments, there are few other things that really stuck out to me as I watched the video.  The first is the painted bumper edges, giving firefighters extra grip when stepping up on the bumper and tailboard.  The next is the stepped tailboard, allowing easier access to the roof and hosebed.  The last, and the major point of the video, is placing the SCBA in an exterior compartment, keeping firefighters seated and belted while the rig is in motion, and keeping the dirty packs outside of the passenger compartment.  Oh, did I mention the air conditioning that runs while the rig is plugged into shore power?

    This reminds me of the talk of Haz-Mat responses back in the 1980's when departments were just getting involved in Haz-Mat responses. There were extreme ideologies back then as well. Some thought it was inevitable and something the fire service could not avoid. Others thought it was pure craziness and the barn doors should be kept shut if there was a green cloud floating through downtown. 
     
    I think that starting a Tech-Rescue team is a good idea whether its career or volunteer. What are the alternatives? Have some child fall down a well and the totally untrained towns people gather together and try to form a human chain down into the well? With that being said, proper judgement has to be used by a Haz-Mat team or a Tech Rescue team when things are beyond their capability and that comes with training.  
     
    If a local Haz-Mat team got called to a train derailment and there was some really severe Ethel-Methal Bad Stuff mixing with Super-Duper Sticky Stuff and it was obvious that special teams from the production companies and a professional clean-up crew would be needed to mitigate the situation, then perhaps the best approach would be to evacuate, pull-back and try to protect the environment if able to.
     
    The same would hold true for a Tech-Rescue team. If they respond to an old excavation site to discover someone has fallen 100 feet into a 2 foot diameter hole, they may decide they need to call a professional excavating company and a professional rigging and shoring company to come in and assist. 
     
    In both cases training, judgment and size-up are needed to determine, "can we handle this?" A chief wouldn't send a crew of firefighters into a fully-involved, collapsing house on a report someone was inside - same idea.

    So it's pretty common elsewhere in the country to have teams made up of volunteers to handle the rescues of lost hikers and the other tech rescues that present themselves in the parks that have become more common.  These teams exist in places where all the fire departments are fully career and they work together on responses.

    Here's what I'm getting out of this statement:

    If Putnam County is willing to share resources to obtain a grant, AND Westchester County is willing to share resources (to get a grant), AND Orange County is willing to share resources (to get a grant), are these counties setting themselves up to become a regional technical rescue response team?  In my mind, the sharing of resources cuts the cost to the taxpayers by setting up a system where this task force has this and that task force has that, and they share the resources based on what is needed where.  This is obviously in contrast to each county being set up exactly the same as the others.
     
    Anyway, kudos to Putnam County on their progress in organizing such a specialized team!  It takes a lot of time, hard work, and resources to bring together such a project!

    If the Port Chester firefighters committed these offenses they are WRONG. Calling in a false alarm, spitting on an individual should not be tolerated. As frustrated as those Port Chester Firefighters might have been, this kind of activity just can't be done. If these charges are correct, "it is an embarrassment to all career firefighters, no matter where they are from". When a firefighter commits a wrong doing, it is a reflection on all other firefighters.
     
    Have the individual firefighters who committed such offense been named and singled out ? Are there witnesses willing to come forward with facts ? Are there photos or videos of such action ? On the contrary, I think there is an audio of Chief Quinn suggesting members break windows at the home of a career firefighter union official.  Two Wrongs don't make a Right.
     
     The Fire Service is probably the only place were there has been more hatred among those who are expected to help each other than perhaps a victim towards a their criminal. Really very sad when you think about it. As a volunteer firefighter in one town serving with career firefighters, we got along great. Then as a career firefighter serving in another town with volunteer firefighters it has been decades of hating each other. Two totally different worlds only about 75 miles apart.

    I was a bit skeptical when the Ascendant was first introduced (as a single axle, 107' stick), but after looking into it I saw that there are definitely department out there that can use it, whether you're in a tight urban district or have a hilly suburban district with narrow roads.  The 110' ladder tower on a single axle has me skeptical at the moment, but I'm sure it would work for some department out there.

    Residents would never go for consolidating schools and having 1big school district. Why?  Because the towns with great schools like Edgemont, Rye, Scarsdale who are some of the best in the country wouldn't no longer be just that.   And because segregation would be part of it.  Kids would then be allowed to go to any school and bussed in. Some locations would have their schools closed.  No one is going to go for that.  Consolidation of fire and police is more realistic but won't happen.  Not as long you get a 70k Chiefs car and free fuel as incentive.  New rig every couple years to toy with.  Savings would be huge in consolidation just won't happen.

    Westchester (and im pretty sure dutchess co also) has all of those resources, and the manpower. Putnam county barely has enough to cover routine calls, but yes all good ideas, for sure. I'm not sure how man runs the Haz mat team takes in but I'm sure it's less than 10 a year. They'd be better off just spending the money on more paid EMS services to supplement (and inevitably take over) the volunteer ambulances.

    How can you be an "ex-felon"?  Once you are convicted of a felony aren't you a felon for life?  This entire premise is bizarre...were their convictions overturned or is the article just idiocy.

    The video is very well put together and easy to follow. I agree with the first two points about manning, but not the third. To dispatch 43 personnel to a reported fire in any building above 7 stories is just not realistic. If a call comes in for a fire in Room 802 in a 12 story hotel, or a call comes in for a fire in the laundry room on the 7th floor of the same hotel, it is unrealistic to expect to dispatch 43 firefighters. It may be scientifically the best thing to do, but think about how many career departments could roll 43 firefighters out the door on the report of a structure fire? In the tri-state area I would venture to say that only a handful of departments have 43 people on a shift. Just think about it, if an average city has 7 engines with 4 on a piece, 3 ladders with 4 on a piece, 1 rescue with 4 and 1 chief with 2,  it would mean you would need to dispatch 6 engines, 3 ladders, 1 rescue and the chief to that reported fire. (and they'd still be 1 person short!). Basically you would leave 1 engine to cover the city. If there was a CO call going on along with a medical assist call, you wouldn't have the manpower to respond to the fire and you would have nothing left to cover the city.
     
    There are many cities, take New Rochelle, White Plains, or Mt. Vernon that don't even have 43 on a shift. If a report of a fire came in at a high rise in White Plains, they would have to dispatch the whole on-duty shift and call for an automatic response of 2 or 3 outside departments with an engine. Is that realistic?
     
    FDNY sends 3 & 2 with a battalion on a reported fire. If they receive multiple calls they may "load up the box" and send 4 & 2, rescue, squad and the battalion, which adds up to 46 personnel. They are probably one of the only departments in the area that can supply that manpower without totally stripping their city of fire protection and without having to call the neighboring department(s) to start an engine along.
     
    Can you imagine a fire chief trying to justify this response based on one call? If multiple reports are received and people are trapped, then by all means transmit the 2nd alarm while en route. I think the NFPA does great work, but a video like this does nothing but portray the fire service as unrealistic to the city fathers and puts in the mind of many firefighters that they are asked to respond to calls severely under-manned (which is true in many cases). So why recommend a standard that many cities, with only 3 on a piece, cannot even come close to meeting? It becomes a document that is destined to collect dust on a shelf.

    While that is true, more people in emergency services are being shot at by skells.  I believe the point he was trying to make was that the liberal party has empowered criminals who are now not only taking aim at law enforcement but anyone working in emergency services.  Completely inexcusable.  These men and women are out on the streets helping the people who really need it and the liberal agenda has turned it into a race war.  Donald is attempting to bring light of that.

    My only concern is that the policy includes " using heavy vehicles". Switzerland is not exactly the wide open spaces like Montana. I guess they have different liability laws there.

    As I have friends in the NFD, I had heard that they adopted a stray dog that they found tied to a fire hydrant. 
    NFD previously had another dog, Barney, who passed away a couple of years ago. Barney could always be found in the front seat of the rig.
    I commend the men of NFD for taking this dog in and giving him the life he deserves! Nice job guys!
