  4. The solution to this problem that has long been an issue in certain areas of NYS is legislation. There should be no guessing or discussion about who is in overall command & responsible for operations at an incident. In CT, the senior fire officer on scene is in charge, by law. Nothing is left open to interpretation. It's clearly defined.
