The Brother from New Rochelle was not on duty for the job. He often takes pictures and contributes to the media. He takes alot of pictures for New Rochelle and I do not find any reason why he should not be able to contribute. You shouldn't be taking pictures of victims at accident scenes and posting them. I think it is great that firefighters take the pictures and contribute for the simple fact they can self edit the ones they want the media to get and leave out the ones that should not have been taken in the first place. I am not sure if I should start the paid vs volly thing with a statement like that.

ETHANOL - Major New Hazard Ethanol fuel spill or fire is a new concern for the fire service. Ethanol can be found in its pure state or mixed with gasoline and both can be found in transportation. Ethanol is also called Ethyl Alcohol or Moonshine. Ethanol is mixed with gasoline. E85 is 85% ethanol and 15% gasoline, while E10 is 10% ethanol and 90% gasoline. E10 is commonly found in cars. Ethanol is now the #1 rail transported product, with 350,000 annual railcars, usually rail cars carry pure ethanol. MC306 Tanker trucks generally care either E85 or E10 with approximately 8,400 tanker trips annually. Which is about 10% of the total tanker trips. Ethanol is a polar solvent which means it mixes with water. Gasoline is a non-polar solvent, when gasoline and ethanol are mixed they create a unique series of problems for the fire service. If it is burning the only effective extinguishing agent is Alcohol Resistant AFFF (AR-AFFF) which is the only foam that works. Never MIX Different brands of AR AFFF, they will eat one another. Additionally, foam if not gently applied will sink in ethanol and it will not come back to the surface, so it must be banked off a wall or dropped onto the street in front of it and eased into it. The other concern is how much foam is needed, which is dramatically more than with other flammables. The 1% / 3% (Hydrocarbons / Polar Solvents) AR-AFFF that we have is considered the most appropriate for Ethanol and should be set at 3%. 15 gallons from a car tank that has spilled on the ground and ignited will require approximately 10-16 gpm of foam concentrate for a minimum of 15 minutes, which is 150 to 230 gallons of concentrate or 30 to 46 foam buckets. If an M306 gasoline tanker were to spill its entire load the requirements would be approximately 80,000 – 128,000 gallons of concentrate or 16,000 to 25,600 foam buckets. I do not believe that much concentrate exists in the entire region. Airport Crash Trucks are not an option, they do not carry Alcohol Resistant Foam. The Federal Response Teams (EPA & USCG) have yet to formulate a plan. If the fire occurs in a loading dock the flow rate needs to be doubled. If the spill is contained in a diked area, the application time doubles, but the amount of foam needed maybe less based on total square footage. Best bet is protect exposures with master streams and try to prevent it from getting into storm drains. If it has spilled, with no fire, it needs to be contained, which includes using foam for vapor suppression and vacuumed up by a licensed clean-up company. Absorbents (speedy-dry, pads, socks, etc.) will absorb the gasoline but not the ethanol, leaving 100% ethanol. Just received this from our safety division hope it helps.

The first priority would be life hazard. The sign does not bother me with the substantial anchor to the ground and not the structure. I would consider it part of the collapse zone if the structure was well involved. We need to get in to the store with a couple of cameras and scan the floor plan. Pull the ceiling tiles in the front entrance if possible to check for fire in the ceiling. This building appears to be open to the metal truss roof with the entry having 2 stories of glass. Other trucks must force side and rear exits to check for victims and vent the store. Enter store with search ropes tied to an outside object. (not a rig) Learn from the mistakes made in Charleston. Stretch in with a minimum of 2 1/2 with smooth bore and save the front for the tower ladder its gonna be a long day.

Yes I did read the quote and as for my homework I ask that you read my screen name. Being you are from upstate I will clarify. I worked for 6 years on 2 truck before being promoted. I spent countless hours crawling down hallways in cities and towns that didn't sign my paycheck. I have a tremendous amount of fire experience by todays standards. We have been used and abused by other depts. As for the topic it was more about the manning level per tour. As we know we can't count on vollys because they may not showe. So please don't attack me until you have walked in my shoes!!

Volunteers are suposed to do it for free that's why. I would love to volunteer at the local soup kitchen if they would only pay me for my time.

The city of New Rochelle's budget for '08 is $147,000,000 for complete city services. The city of New Rochelle's school budget for 08/09 will be $222,335,393. There are about 77,000 people who live in New Rochelle and about 10,700 students in the city schools. The problem is not with the city tax it is with the school tax. This is a problem everywhere so please stop complaining about taxes when it is the schools out of control not the cities.

Barry states to meet the basic goal of 1710 including having 16 members on the first alarm. 1710 wants 3 ff's and 1 officer per rig for a basic 2000 sq ft 2 story house. The number goes up as do the hazards such as high rise or hospitals and such. Not really sure what Eastchester has for engines and trucks but if you put 4 on those I am sure that is where Barry got his number from.

Now you can't say the Bronx is receiving better fire protection with the poorest neighborhoods without adding Manhattan's tax base to the mix. FDNY consists of 5 counties in this state. I am not really sure what fat can be cut from my cities budget to get more manning although I know alot of federal monies that come our way are spent on what the feds tell us to spend it on. As far as I know we can't just use that money for whatever we wish. I am happy to say New Rochelle is coming along with the proper manning levels and we still have alot of work to get to where we need to be. As for mutual aid it should be addressed at the higher levels with the unions having a say. I am sure the taxpayers(who don't think they need us now)would be even more unhappy if they saw what a sham the mutual aid system is in.
