  1. what does this have anything to do with the residency requirements? What your employee does on his own time, is his own business, unless it causes a danger to his fellow employees (i.e. drug/alcohol abuse).

  3. As much as I agree, again with the current set up in westchester, 60-control is just there to facilitate the needs of the host department. They have no jurisdictional capabilities when it comes to setting up rules across the board like that (correct me if I'm wrong). The Authority Having Jurisdiction must set those parameters and then 60 would abide by them.
  4. As much as I agree with what you are saying, unfortunately that is not how it works, I'm not saying we can't change it, but just right now our state has set up the curriculum that way. And unless the state changes the way new volunteers are taught, and mandate that all current FF receive the new standard, then it won't fully change over for 20+ years, when most of us new guys have gotten too old, had enough and start pulling out and all your left with is FF with the new curriculum.

On a side note, if you cant meet your minimum staffing requirement for your M/A engine response and get rolling out the door in 5 min, there are bigger things to worry about then operating a specialty unit like FAST. Like I've said before and others have backed me up, you are no good to me, any IC or incident, if you cannot assemble, respond, and arrive on scene after the first tone out. You joined a fire department, not the damn elks lodge, drop your s*** and help your brothers out. On the same/side note, is there any legal repercussion to a M/A FAST department, if a firefighter is hurt or killed at an incident that would requite a FAST intervention, while the said M/A department is toning out 2/3/4 times for a FASTeam to assemble and respond and has not started rolling their rig yet when the incident occurs? edited for clarity

  10. IIRC Yorktown's is Wednesday June 23, but I'll double check. As always, bring your VALID ID's for entry into the bull pen after the parade. No minors or people w/o IDS will be allowed in (in the past LEOs have supplied ID checks).

I should have started this on Sunday when the articles first started coming out, but the local county newspaper is issuing a week long string of articles about the fire services in Volusia County, FL. None of it is about tax money being spent inappropriately, rather, why pay for services that only get used 2.6% of the time and are duplicated on almost every call. This is a hot topic down there since there is very little income from commercial and residential taxes since Volusia is a very poor county. A little back ground on Volusia's Emergency services. In the County, there are 13 Fire departments, Each "major city" has one, and the Voluisa County Fire Services protects the unincorporated parts of the county (mostly farm land and open areas and roads as well as the Daytona Beach International Airport which is county owned and operated). Each fire department, except for 1 (Deland Fire and Rescue) provides ALS service in addition to EVAC Ambulance Service on every medical call in the county. (Edit 2 - All Agencys are fully career, with VCFS being combo. VCFS normally staffs 2 FF an engine some 3 in high call volume areas) EVAC Ambulance is not a VAC, rather the sole provider of Ambulance Service, interfacility transport and emergency response in the county. They are a private company who is contracted through the county to provide the service. Right now, fire departments are trying to have this removed, and begin transporting patients themselves (edit: http://firetransport.com/ that is Daytona Beach FD's website promoting FD based transport).   13. If I am interpreting the committee correctly, The bill would allow the LODD to be given (so full benefits, ect), but the name would remain off the wall. Edit: I think right now there is a committee who says, yay or nay to peoples names being placed on the wall. Currently there is an individual who was killing in the line of duty legally wise, but the committee voted to keep his name off the wall because he "wasnt bailing out a 3rd story window" and "his name would 'cheapen' the sacrifice others have made."
  14. NFPA is a standard, not a regulation (aka requirement like federal OSHA Laws) so just because NFPA says so, doesn't mean you have to follow it. Should you, probably for the sake of being held liable, but its not something you HAVE to do. Also Municipalities in NYS are not covered by OSHA, rather PESH which is for the public sector of employment, not private.

I'll agree with you on all of your points and maybe i should have been alot more clearer, but what I am referring to is the guy who doesnt come out to ANYTHING except for that fire after the 2nd call out. Not your at sat golf game and 9/10 times you're there when you can be, but just not today.
  16. I had a terrible golf game last night and was a little POed to begin with, so I apologize as coming off a little to rash to you. All I am saying is that if you acknowledge that this occurs and no one steps up to said members of the department that pull that crap, which is what it is in a lot nicer terms, then how is a problem getting fixed? All you are doing is validating there wrong actions without any consequences. If you, I and everyone else agrees its wrong, and no one tells the repeated offenders they are wrong, but say hey, look we do have plenty of members here now, but its 20min, 30min an hour into an operation, that is a problem in and of itself. You/your officers and anyone else who feels that way are only justifying their wrongdoing to make the moral feel better. People who don't come on the first call out, obviously don' want to be there to begin with, are the guys who have had years in the volly department and think that "nothings changed or evolved from 10 years ago so there is no need for me to show up unless its a good job", haven't shown up to a drill in months or years yet still want to do something. These are the people who will be getting hurt, hurting others, or worse at a fire scene, hence why I have no use for them. You might be old and crusty, but hell, show up more and teach the younger guys how its done the right way and set a good example.
  17. If they are blowing off the first page, then they are in the wrong business and have no worth to me on the fire scene. Its that attitude, "its a bs call thats a waste of my time," that causes a rift in the service between members of the department, members of surrounding departments, and paid and volunteer members. I can just hear paid guys snickering at that comment PEMO3(this is not turning into a paid bs volly debate). Either show up on the first call, or leave your sorry a** on the couch at home because I don't want you there.
  18. It is all based around that wonderful little term NY loves in the municipal service of "Authority having Jurisdiction." Just because we all have the county dispatch available, doesnt mean that they set the rules as to how, who and what gets tones and when they get tones (correct me if I'm wrong Remember 585) and even if they want to use the county dispatch. Each fire district is solely responsible for the safety and livelihood of its tax paying members. What they decided was best for their district when it comes to radio transmissions, frequencies and all that other fun stuff, is the last line. When the poop hits the fan and someone needs to be held accountable for something, it falls on the commissioners and the chief of said department, not the department who dispatched the call, or is on automatic mutual aid agreements.

Date:4/12/2010 Location: Yorktown Commercial District Frequency: 46.26, Fire 17, Fireground 7 Units Operating: Engine 270, Engine 273, Ladder 51, Rescue 16, 2531, Batt 17 Weather Conditions: Clear, warm Description Of Incident: On April 12th at 7:17am, YHFD was toned out to start the day with a possible structure fire. Engine 270, Engine 273, Ladder 51 and Rescue 16 all signed on responding within minutes. Engine 270 arrived on scene seconds later to find water flowing out the second story of the commercial structure. Ladder 51 arrived and secured access to, and checked for fire extension to the roof. PD was on location stating the fire was extinguished due to the sprinkler system and noted signs of a possible arson job. Engine 273 and Rescue 16's crews then did a quick sweep of the building to ensure all fire was extinguished, and shut down the sprinkler system. YHFD members then stood-by over the next few hours while the Cause and Origin teams preformed their preliminary investigations. All units cleared the scene at around 10:45am. At This time the fire is labeled as suspicious and investigations are ongoing.
