Most of the country is already using positions such as this under various titles: Police Aide, Police Cadet, Community Service Officer, Police Service Aide, Auxiliary Police , Report Writer etc... I don't know how I feel about it personally. I mean on one hand do we really need a sworn officer to take every single "I just need a number for the insurance company" report? On the other hand some departments have abused positions like this where complaintants have to fight to get an actual police officer, as opposed to some 18 year old civilian to take the report of a 1,000,000 dollar plus art theft.

New York State Criminal Procedure Law Section 2.10 Paragraph 28: 28. All officers and members of the uniformed force of the New York city fire department as set forth and subject to the limitations contained in section 487a-15.0 of the administrative code of the city of New York; provided, however, that nothing in this subdivision shall be deemed to authorize such officer to carry, possess, repair or dispose of a firearm unless the appropriate license therefor has been issued pursuant to section 400.00 of the penal law I don't know what the limitations of the administrative code are, but I always understood it that all firefighters are Peace Officers. This power is mainly to enforce fire lane regulations, the parking self enforcement zone around firehouses, and to issue fire code violations when on building inspections

I also know that FDNY firefighters are considered peace officers on duty as well. Does that apply to the EMTs and Medics or only to suppression?

Unfortunately its coming from both sides of the aisle now. There is some "police expert" in the article that says that it should help community relations because certain people in the community are "too intimidated" by armed police officers

The actual responses are defined by the local agency. The software or flip cards only gives it the codes. So agencies can have Charlie and Delta ("ALS Level calls") handled as BLS based on what the local system and medical control wants. A good example is that in NYC any trauma call is BLS unless the person is unconcious. That is a local decision, not one made by the software

Yes, there are certain parts of the protocol that allow for, with the consent of the local medical director, not dispatching an ambulance. These sections are known as Omega responses. Another interesting fact is that the computerized version of EMD that everyone thinks of is only one product in the EMD field. Its company: the National Academy of Emergency Medical Dispatch is a dba name of Priority Dispatch which is a FOR-PROFIT company that makes good money ($500 per terminal license) on its computerized EMD system (called ProQA). There are other versions of EMD in existence like APCO's and some states like NJ have their own EMD made up by the state health department and ems office

They probably do, I thought though that YFD was some kind of backup to Empress or had something to do with medical calls on night shfits

I wasn't really referring to Empress but some of the other private companies that I'm not sure if they use it or not. Also, does anyone know if Yonkers FD is EMD certified?

You shouldn't need a separate computer system for EMD, it should integrate right in with the CAD system. The real issue I think will be with the private companies that operate in Westchester.

I agree with helicopper, the only standard in regards to the amount of information needed, is that it must be sufficent enough information where public involvement would do more good then harm (ie, the information can't be so vauge (no descrip, no vehicle, no direction of travel) that people are calling 911 every time they see a car with a kid in it go by) Also, does anyone have anything further? Did the kids playing make this up, did the adult that called it in make it up? Any charges being filed? Why no follow up information from the police?

It is even happening locally. Last year I worked the Memorial Day parade for my ambulance corps and our unit went into the cemetary to see the service. I was shocked how many little kids (like 2-5 year olds) were either leaning on headstones or playing hopscotch with the flat headstones. The parents were either all too busy listening to the politicians speak (an issue for another day) or too busy on their smartphones to notice or care.

If the Newburgh City government is unable or unwilling to do anything, then maybe it is time that the Orange County Sheriff's Office or New York State Police step in.

Larchmont_Boy said that a police commissioner on scene ordered the ticket written. I don't know how it is in Sullivan County, but in Orange County a police commissioner is a civilian oversight position, like a fire commissioner, and has NO authority on a scene.

The benefits issue is a very interesting angle that is not often mentioned. I wonder if one way around that would be to train certain members of FD/EMS to peace officer standards and swear them in as either Fire Police (if a member of FD) or Special Police (if a member of EMS). With the economy the way it is there may be other benefits to this as well.

I agree that we should look at how we respond to hostile events, but before we can start thinking about a coordinated response to a hostile event, we need to be able to have coordinated responses at all. At least in Orange County it is the rule, rather than the exception that all three emergency services are on different radio bands (ie. Police on 800, Fire on UHF/Low Band, and EMS on VHF), not to mention they are often dispatched by different people (PD by their own dispatchers and FD/EMS by the County 911 center). Something as simple as requesting EMS to an accident thought to be PDAA only takes four steps

I doubt a formal command structure was even in place at the initial response. ICS is all well and good, but in the first minutes of an active shooter response I think the PD has more pressing issues on their minds than even thinking about who the "branch directors" are going to be. I also wonder if something like this could set bad case law. Say a victim or family member sues saying that the delayed EMS response caused further harm and the jury rejects the scene safety argument and awards millions of dollars. What happens then?

Can anyone confirm that PD was doing "scoop and runs" with the injured to the hospital. I know it is nearly impossible to do, but it would be interesting to see a study that compares outcomes, both survival and quality of life afterwards with those treated in the traditional manner by ems.

This is how our department operates too. You need to be certified on every piece of apparatus that you want to drive. This includes not only the road test, but also training and tests on where the equipment is on the truck and how to operate the firematic functions (pump panel, turntable, etc)
