Yea, you are right, "New York State", you have a good point there, it seems the wheels usually come off with the simple things, it will never progress to the complicated issues.

Summonses are returnable to the Town in which the summons was issued, regardless of the issuing agency. Unless they start fiddling with those laws, this should not be a big issue. When a Putnam Sheriff or a Trooper writes a summons now, how is it split with the Town/County/State? If there is not a current policy, I am sure they can come up with one. This will only get complicated if the politicians want it to get complicated.

The Sheriff's Office is currently split, between the Road Patrol and Corrections. The officers working these units are in different titles. All of the Deputies working Road Patrol are certified as Police Officers in NYS and I believe are enrolled in the same NYS Police/Fire Pension system as almost every other cop in the State is. Those Deputies would not necessarily have to be moved to Corrections or Civil duties. That being said, it would be possible to merge the certified road patrol deputies into another agency, leaving the Civil and Corrections personnel in their present positions. Again, I am not saying this is what will happen, only that this is one possible way of merging. There will still be issues of personalities, egos, hurt feelings and so on as politics get involved..

This is getting interesting. If these incidents are true, she should have dumped him a year ago. But, if it did not bother her that much a year ago, why is she so concerned now? Two NYPD shot in Brooklyn, the initial reports do not sound good.

It is looking like a targeted shooting. The perp apparently posted his intentions on social media prior to the shooting. It is looking like he took the current "anti-police" rhetoric and acted on it.

Sometimes, when we did not have the exact apartment to ring, or did not want the occupants of a specific apartment knowing we were coming, I would ring them all and if someone asked "who is it?", sometimes I would answer "Burglar" or "Robber". Almost every time, someone would buzz us in. Quite often, the residents would buzz us in without asking anything. This even occurred in my plainclothes days and sometimes we were driving rental cars or non-descript vehicles. It was not as if someone heard a buzzer, looked outside, saw uniformed cops and a marked Crown Vic and figured it was OK to let them in. I have seen this even in some of the better buildings in some of the more upscale areas. Gaining entry to an apartment building is usually not one of the harder things to accomplish.

The accident may be a separate unrelated issue, but for the persons involved, if the allegations are proven, could be a huge issue.

What most people do not realize is that in situations like this, it is not the Police that are actually calling the shots. That is done by the elected politicians. If it was left up to the Police, the ending would would be different.

It has very little to do with parking. The issue that is more important to most people is convenience. With that, add a dose of self importance. I have been dealing with people for the past 33 years. One thing I learned long ago was that anything a member of the public is doing, is exponentially more important, and more immediate, than anything us mere public servants can possibly be doing. God forbid anyone would have to walk an extra block, or circle the block once more....

A few years ago, NYPD officers were complaining about the new Nissan radio cars. The funny part was, the Nissans were made in Tennessee while the Chevrolet Impala and the Crown Victoria were built in Canada.

It is a ridiculous rule no matter how you look at it. No matter what code you come up with, it will be broken or leaked by noon on the first day. Or the code would be so inconclusive as to be meaningless or so complicated that anyone who needed to use it would be stymied by it. This memo was put out to make some boss feel good about himself. It is meaningless in the real world.

They should figure out a plan and stick with it. If they change now, are they going to renegotiate with someone else a few years down the road? I am sure disbanding a department, contracting with another, then switching a few years later will probably not be a good long term plan.

The initial response, report and investigation would be whatever Police Agency covered the location of the accident. Some agencies have their own police, such as the VA. They may do a follow-up accident report in addition to the municipal report. But the actual "report" will be the local report.

What EMTBravo Fan Club? Do you think if the cops asked this guy politely this whole incident would have been avoided? This incident started with a felon hitting people with a 2x4. That info comes from witnesses, not the cops. Something tells me the perp was not interested in being civil about his encounters that afternoon. Sorry to inform you, but his actions set the tone. Your statement "I guess we need extremes like the protests that occurred in Furguson, MO to combat the other extreme, the one being vocalized on this very thread", is probably one of the more asinine statements I have read on this forum. But, your comment describing the Trooper as a degenerate with a High School diploma and a badge on his chest speaks volumes about where you are coming from. ...and FYI, Troopers do not wear badges on their chest.

You can go straight to a Taser, stick or spray. You would have to explain that the person posed a physical threat. Most cops will tend to try and go physical and try to stop someone first. I think that is an old habit. Most cops start off trying not to escalate it. With more tasers out there, and newer cops, I am thinking that will change. I have rarely seen a person who has been tasered on more than one occasion. I have see azzhats throwing out all kinds of BS to the Police, just daring them to try and arrest them, then suddenly comply when they have seen the taser come out of the holster. But, if it looks like they will resist, you can one-up their force right away, you would just have to explain it. It is completely justifiable, if someone is closing the gap on you saying I am going to kick your a55, or if someone is trying to break away from you, to light them up with a taser before they actually touch you. Some people, and not just drunks and people on mind-altering drugs, just cannot be reasoned with.

Even if it was a kick to the head, I think the Troopers were justified. No law ever said the cops had to be nice, just civil. If you instigate a problem you really have no complaint when it does not have a happy ending for you. Once a person makes the decision to go hands on with the Police, he chose his hand. What happens after that is up to, and the responsibility of, the perp. I am not saying there are no limits to what the Police can be justified in doing, there are. But, I see no problem with "one-upping" a perp. If you use your hands, so can the cops, (this includes using feet) and the cops can "one-up" by using a stick, taser or spray. If it is one perp, there can be 2, or 3 or more cops. If you use a weapon, the cops can use a gun. No one ever said the cops had to fight fair. The perps are not going to! No one ever said Policing was pretty. It is not. But people seem to have a problem when they see it. I have done this for a bit over 27 years. I say put on a shield and go out there and show me how it is done. I say kudos to the Troopers.

Another point, to show how ridiculous this decision is, why were the cops who normally patrol these areas not told to drive around with their lights on? Is it that only the "overtime' lights will make a difference?
