Fire15 and Fire18 as well as the rest of the trunked system's users have access to all of the available frequencies, since the channels are not assigned to any particular userID. That post lists the assigned frequencies for Westchester County's trunked system north (Mohansic) and south (Valhalla) zones, and unfortunately that information alone is only a piece of the pie for someone wanting to monitor anything on the trunked system. You can program those zone frequencies (except for the control channels) into a conventional scanner and "hear" traffic, but it can be next to impossible to follow communications once the system gets busy, since the channel can be allocated to somebody else the next time anyone keys up. The system is dynamic, where the pooled frequencies are used by everyone in all talkgroups, and can change for each transmission. In order to follow individual talkgroup transmissions on the trunked system, the (scanner) receiver needs to capable of trunk tracking and be programmed with the correct site system type, the trunked system's zone assigned frequencies including control channels, the individual talkgroup's TrunkID, and the sites' zone bandplan base configuration frequency(s), as well as the proper step and offset channel settings. It sounds complicated, (it is) but once everything is programmed in, all you have to do is sit back and enjoy listening! Should be no problem with 60 off the Grasslands tower, that's listed as a 300 watt transmitter. Another 46.26 high band repeater you can try and tune in on is 453.975 Located in Pound Ridge.

Portchester has been very quiet, (good thing!) lately. I am going by what I hear on the air- 60 handles their communications traffic and any notifications, ie; requests for building inspector to scene, etc.

At a lot of jobs I saw, mainly in Yonkers and NewRochelle, they put their ladder trucks into use at almost every working structure fire. In many cases they drove the rig onto the front lawn in order to get the aerial up on the structure, sometimes under power, CATV and phone cables. This is a very interesting topic, one which should not be taken for granted. When CO enters the bloodstream it displaces the oxygen, and that's one concern when it comes to strenuous activity. Working hard in a contaminated atmosphere can put a lot of stress otherwise healthy people, and could lead to problems. There is probably more CO exposure during overhaul since smoldering fuel is a great source of the gas, and guys do take off their masks once the "heavy-stuff" clears. This is also another great time to consider where Positive Pressure Ventilation can really help "clear the air". I am no longer personally exposed to this threat, but people who are ought to take some readings during the process, just to be certain.

This may or may not have any bearing with establishing a precedent for your case, but if I recall correctly, a while back a FDNY member while enroute to his firehouse was killed in a freak accident on the Taconic in Briarcliff. A tree fell on his car! I believe FDNY considered him on-duty at the time of the accident, simply by being enroute to work, so that his family would be allowed receive a better line-of-duty comp package.

I would recommend propylene glycol over ethelyne glycol, due to it's lower-toxicity.

What happens (with a steel main) is the electricity burns a hole in the pipe, very much like an arc-welder. There doesn't necessarily have to be an existing gas leak. In fact, the gas main involved here was 12" HDPE (plastic) @70 PSI, high-pressure main. The heat in the ground melted the plastic. There is current potential of tens of thousands of amps in any down primary. The electricity flows down through the earth and forms a circuit, The white-hot heat of all the current flowing melts a hole in the pipe, and we get ignition. All anyone can do is secure the scene and wait for the gas to be shut down. [edit main material involved]

I just got the BCD996T and so far I'm happy with it. Plus I'm having fun playing with the programs! If you want to make life easier, then do yourself a favor and get the BuTel ARC996 software for programming it. http://www.butel.nl/bc996/bcd996.html Then, to make life even easier yet, you can get a subscription over at RadioReference.com which allows you to import conventional and trunked systems right into your ARC software, where you can further edit it (if needed) and upload to the scanner. http://www.radioreference.com/apps/db/ If you want to save some money, the BCT15 is all you need if all you're going to listen to is Westchester traffic.

There is nothing wrong with the electric meters. Digital, mechanical, doesn't matter. This can happen with ANY meter socket. Con Ed does not own nor do they maintain the meter socket. The problem that is occurring is with the customer-owned meter socket itself, (or meter pan, whatever you like to call it), not the meter. When the jaws inside the meter socket lose tension, become corroded, contaminated, or have faulty wiring they can get dangerously hot and cause damage from the resulting poor connection. If an electronic digital meter fails, usually the circuit board of the meter just smokes, and the plastic gets discolored. The meter or socket pan should NEVER be anything but ambient temperature. Discovery of this type of unsanitary living conditions, even if there are no children involved, requires reporting to the proper authorities. There is likely mental health issues involved where people cannot take care of themselves, and they ultimately can endanger themselves, or others. The important thing is you can't just "turn somebody in" unless an emergency call for assistance is made. For instance no government agencies can just happen by and discover its unsanitary and initiate action. That, believe it or not, is an invasion of privacy. If you are there on an emergency call and see these conditions, absolutely, get the Mental Health AND Building Dept's involved.

Police said an officer tried to pull over a car on Cornell Road near Sycamore High School for driving without lights just before 12:30 a.m. The officer told dispatchers that he thought the Monte Carlo might be one stolen from Clermont County last week. Officers said the driver of the car, Charles Wayne Bennett, tried to run over the officer, then raced away, turning onto Reed Hartman Highway. As officers pursued the car at speeds up to 100 mph, they said Bennett rammed his car into a police cruiser, then hit a tree. But when officers approached on foot near Cooper Road, police said, Bennett drove the car at them again and continued down Reed Hartman as police fired on the car. "The vehicle was being used as a weapon," said police Capt. James Schaffer. After another collision, the car stopped again, and an officer attempted to arrest Bennett. When Bennett tried to hit the officer with the car, the officer ended up on the car's hood and fired twice, hitting Bennett at least once. Bennett, 37, was taken to Bethesda North Hospital, where he was pronounced dead. Blue Ash police said two officers suffered injuries in the chase. One officer was treated and released, while the other is still undergoing treatment. A passenger in Bennett's car was hit by flying glass, but was not seriously hurt. Neighbor Daryl Black, 28, said he?d gotten a ride to Walgreen?s with Bennett, who he said ?went crazy? when police turned on their lights. ?I'm screaming at him, ?Get me out of this car -- you're going to cost me my life,?? Black said. The man said he tried to wrest the steering wheel from Bennett, who Black said punched him in the face during the struggle. Police said three officers fired on Bennett, who officers said had a criminal history of drug trafficking. ?It was a shame that Wayne had to lose his life over something so stupid,? Black said. One officer was treated and released at the hospital, and a second was treated at the scene, police said. Two police cruisers were heavily damaged, police said. The three officers who fired shots were put on paid administrative leave, under department policy. Schaffer didn't release their names, but said they are veteran officers"

The People do not need to know about power plant, pipeline, water supply or other critical infrastructure weaknesses. While there is a very remote chance a terrorist group could cause a disruption, I feel it's unlikely. What it really takes would be 'an insider', it could be a terrorist mole, or even disgruntled operations employee with access to any of those systems operating controls, to be able to do "the deed".
