I wonder if perhaps the PD deemed the scene safe and the FD refused to approach until the actor was taken into custody out of an abundance of something etc? Many dept's won't attach outside TEMS personnel to a tactical unit for physical and legal liability reasons. I don't blame them one bit. Tragedy that the TSA personnel was killed but I am sure the plan was for many more to die...

Allot of the mutant disputes were always silly disputes to varying degrees'. Many of them would address you as "Your Honor" as in 'Your Honor these ain't my pants-these are my cousin's pants-I ain't know he had that Glock in them!! ' ( I am watering the conversation down for the outsiders). So these calls took for ever on occasion. Usually b/c you didn't have a ticket book with you for them to put their right hand on. In order to swear them in of course. You always wanted to make sure they were telling the truth under oath. As did they. Even if it was in the middle of junk strewn lot etc. And they had to swear that they would adhere to your direction when you settled the dispute. Like they say--If God made a better job he kept it for him self...

Little off track but..A very long time ago we were sent to a job taken via Vietnamese/ATT translator. Elderly man states he was at a birthday party and everyone was covered in Nalpam. First thing you think, yeah ok, caller is EDP/IP right? Well we arrived to find people running all over covered in Napalm. Go figure...When it started to rain they placed all of the Sterno's from the food trays, while lit, on one table. Then they picked the table up, over a bunch of kids/women playing on the ground, to bring the food inside. The sterno's slid off the table & voila-everyone covered in Naplam. In his eyes of course that was the best way to describe the event. Even though it sounded like he was just reminiscing...

A seasoned cop will stay upwind. A seasoned FF or EMT will remained staged until the PD advises differently, even if they see a pt being loaded into a bus. I'm not getting payed to smell like smoke for the next month or become another rescue in a fire. And the FF/EMT isn't getting payed a stipend per pt. (maybe some are for all I know) As a FF/EMT if you are told to stage in a safe location until the PD renders it safe, what's the big deal-it's for a reason. If you choose to enter that location for an EDP perhaps and you wind up getting hurt or even worse, hurting someone. You may wind up having much answering to do. Either criminal or civil. I know way too many guys that wished they would have followed protocol or used their head. I hate to say it, but its us verse them/it, not each other. stay safe

In theory that's very romantic. However the reality is that it is still an 'Active Shooter' situation and will be treated as such by law enforcement for a multitude of reasons. Sadly liability is what worries most at the upper part of the food chain. It is an explosive, emotional, dynamic and tenuous situation at best. It would be great to have EMS follow up the six as rooms/buildings are cleared, until a sleeper etc. shoots an EMT in the head while he/she is treating a patient in a hot zone. Then the order of the day will be 'How could the cops let EMS into an active shooter scene-what were they thinking?' It's not an insult to the victims or malfeasance by EMS that they be required to 'stage' until the 'all clear' is given. Being part of the same family, it would needlessly, make me give pause to rendering assistance to YOU, if wounded, rather than dealing with the threat(s) causing additional victims. These active shooter situations can be trained for and drilled over and over, with all the manpower that can be mustered on the day of the drill-to perfection. In reality if and when it does happen you will probably be at minimum manpower, with a one-thousand foot ceiling quashing medevac and half your transport equipment will be OOS. Active shooter situations are nasty, nasty business that can be summed up by saying they are more about what you shouldn't do rather than what you should have done and in the worst of circumstances. Each situation is unique and we all must stay fluid in addressing them in each encounter.
