That may be true but currently response times are not an issue to many of the agencies in the county. Now before everyone jumps in saying that is ridiculous, how many departments in Westchester have an automatic aid agreement where a special ops resource is automatically dispatched by 60 control with the tones from the host department. Not many if any. Many departments start out their units and chiefs and wait to get on scene or in their vehicles to confirm the incident rather then start out help. The dispatch of the special unit with the tones of the host department can cut valuable minutes off the response time that would be much longer if units wait to get on scene and confirm an incident. Not to single out any agency but the example of the sound shore area was used so we will stick with it request Yorktown, Somers, Irvington dive at dispatch, or look just north to Stanford and Greenwhich Ct. for water rescue resources and start them out immediately, this will help get the unit on scene faster and also justifies the need for that type of unit in that area. Also the biggest issue is drop the career volunteer stuff and call the closest trained resource or heck call multiple resources its better to overwhelm an incident rather then nickel and dime and run short of trained personnel. The departments and members of Westchester County need to learn to function with what we have. The training and equipping new special units costs a lot of time and money, which in this economy is very hard to come by. We need to utilize the under used resources that we already have trained and equipped in this county before we worry about adding additional resources.

This conversation is nice and is full of lots of speculation, but it is just that... So why not try to get some factual answers as to what the plan actually is? As I am not a commissioner, I will not comment either in favor of or against their project, but my suggestions is that if any of the members of this website have questions the best action would be to attend the Pubic Board of Fire Commissioners Meetings next tuesday night at station 2 and ask your questions in person or write a letter to the Yorktown Heights Board of Fire Commissioners and ask all of your questions. Hartsdale is using a spare FDMV Ladder. E-170 responding on the automatic aid agreement. E-171 was requested. as an additional company on the 10-75. Why would our ladder be sent if it wasn't requested? additionally 3 ladders were already responding on such a small street how many can even fit on the fire block? HFD has a spare Engine and HFD conducted a recall as Greenville Fairview and Scarsdale do for us all the time. Heres the truth of the matter the IC called for his preset 10-75 he got what his department has in the CAD. The fire went out in less then 12 mintues. Most of the Mutual Aid was returned prior to arriving on scene, better to have manpower then not to, even with all those apparatus their are only 18 members responding to the scene not counting Yonkers with 10 members that didn't operate from my understanding.

The honest truth here is "Titles and Names" Every one wants a Rescue Company, a Squad Company, Technical Rescue Squad, Etc. They are Titles. its truly about the equipment carried and level of training of the members, this doesn't mean every rescue needs to have trench or structural shoring equipment but they should have more then just extrication tools. West Harrison's Apparatus is a rescue pumper as stated not truly a rescue, its just a name, if putting a tool on a engine and changing the name means not buying separate engine and rescue apparatus then who cares what they call it.

this was a sprinklered building. fire was in the cockloft above the sprinklers so they had no effect. heads were activated during fire attack and the os&y had to be shut down to improve visibility as ceilings were being pulled to expose fire and stop the spread in the cockloft.

Hartsdale Engine 171 and TL-15 are the apparatus in the movie also several Hartsdale members are scene in the movie following the explosion. it was filmed on central ave. during a week day, central avenue traffic was stopped several times for filming. Yes, Yorktown's Dive Water/ Rescue team is trained in various areas including but not limited to Dive Ops, Ice Dive Ops, Ice Rescue, Swift Water Rescue, Floods and Moving Water ops. The Team Has all the necessary boats and equipment for the above listed operations. I think having a extra line stretched and ready for the F.A.S.T. to use in the event of a rescue is very important, however i do agree often it may not be fast personnel operating the line, there is nothing wrong with assigning extra companies to staging. also if your short manpower reassigning additional personal to a hose line that will protect a rescue operation in the event of some sort of collapse etc is important. The bottom line is may departments both career and volunteer manpower is a issue, some days F.A.S.T. companies may have 4 or more sometimes even less. the ability of the fast company to effect a rescue and operate a hose line will be based on this. a study showed approx 12 FF's to rescue 1 so i don't know many companies that have 12 F.A.S.T. members at every run. i have seen teams deploy with 8 or 10 so we won't say that it is totally not impossible to operate a line with F.A.S.T. members. A better question is what is your Departments minimum staffing to respond? minimum requirements to be a team member? Any one have a SOP / SOG reading something to the effect if you respond with 4 members as your minimum that you also request a 2nd team to fill out a more realistic number of personnel by combining resources?

Many Departments in Westchester use engine co's as F.A.S.T/ R.I.T. i know Hartsdale E-170 has all the stuff you mentioned plus some. Fairview, Yonkers, white plains all usually use engines. Scarsdale and Greenville can use either a Eng or a Truck as fast, Croton uses a engine, Yorktown use's an engine all which have the equipment you stated. Irvington uses a rescue i believe. Many Departments in Westchester have engines that are set up as more of a squad meaning that they carry engine and truck company equipment like saws hooks etc. also many carry extrication equipment and rope rescue equipment, not every department has multiple trucks to send out on mutual aid, many have multiple engines so sending one out of town isn't as big a deal. also many departments don't have heavy rescues so engine's have to fill the gap taking on a roll of carrying more then just hose and water. Another factor is that how often does the F.A.S.T truck get close enough to the fire building to actually use its aerial, its rare here in westchester often due to limited access, tight streets etc. Thus using an aerial device as a F.A.S.T. company is a luxury not a necessity. The Biggest thing isn't what apparatus the F.A.S.Team comes on its the equipment they carry,depoly, the pro-activity of the F.A.S.T members and leader and most importantly the level of training of the members who respond.
