Very well written article. Recruiting teens as junior members often leads to them becoming full members of the department later. It also makes their training easier and quicker when they are ready. I started my fire service career in Ardsley as an Explorer at 14. It was one of the best experiences of my life. Many of the guys I served in the Explorer post with are now Chiefs in the department, career firefighters, Police Officers, and other related fields. Over the course of several years on this forum, there has been discussion over the allotment of Paramedic resources in Westchester. As a former Paramedic, Firefighter, 911 Dispatcher, and scanner enthusiast, I'm tired of hearing ALS being dispatched to cut-and-dry BLS calls. I believe the issue is deeper seated. The way we currently do it is to send a Medic on everything no if, ands, or buts. But that has far reaching implications. We are going to face a Paramedic shortage at some point. Paramedic school is getting longer and more intense, and the people who want to put up with it and the low pay they get when they graduate is getting lower, while the cost to live around here is getting higher. Burning out Paramedics by having to go on these runs constantly is a real threat. Then there is the case of making the medic ride it in because BLS could only get a driver. We should not use this as a factor when dispatching Paramedics. Not to mention all the money that fuel costs and the wear and tear placed on the vehicles and equipment going to an 89 year old female who routinely pulls out her catheter. Some of money saved could be used to give Paramedics raises, which gives more incentive to be a Paramedic. If EMD was properly used, and our dispatchers trained and trusted, we could utilize our resources better, saving them from the problems above.

I think it came down to lack of coordination and interagency communications failures as the primary factor in this incident is because no one could communicate with one another. Sure, there's the issue of jurisdictions, but in this particular incident, there was no way to tell who was where doing what. In this incident, each agency was technically isolated from one another. The Hudson River is like the Wild West, and has a long way to go to be brought up to standards where incidents can be responded to in the most efficient manner possible. Another thought, NYPD Aviation is able to fly in the type of weather experienced that evening, and has a lot of technology on their aircraft to find a vessel, and even deploy crew to it or evacuate a patient if needed. They could have been called and located the tug the quickest. I don't know if WCPD Aviation is in the air or is rated for that type of weather, but for coordinating resources, they have the best vantage points and probably the best equipped emergency boat on the river. It should be the primary role of the PD to determine the location for those reasons. For all intensive purposes, WCPD and NYPD are the Coast Guard for the Hudson River.

You didn't have to be there last night to hear what was going on if you were monitoring multiple Westchester and Rockland frequencies. IN FACT, if you were on scene, you probably couldn't hear everything that was going on. And that right there is part of the problem.
