Connecticut requires permits for blue lights, the route getting the permit is through the Chief to sign off on it. In our department it was at the Chief's discretion to decide on each individual based on their maturity level and role in the department. No probationary members could get one, so the soonest it could happen was 6 months.

Ignition key removal boxes were available long ago, not sure if they still are or modern vehicles prevented using them. You could leave the vehicle running without the key in it and as soon as anyone stepped on the brake it would cut out. You have to step on the brake to overcome the park / shift interlock so it would prevent you from even getting the vehicle in gear.

They don't change much from year to year so you can try to look up the previous winners and that should give you an idea. Some districts are great about publishing the winners lists, others aren't.

Based on their proximity to the building they took some measures to reduce the side loading on the outriggers by keeping the ladder retracted. Best option would have been backing in, this is probably the second best assuming they had good distance from the active fire.

Based on how lean they run that department I think it is conceivable he will run medical calls, drive the ladder and clean the floors.
