Volunteer Chief's Cars- perk being abused?

Often times over the past few months I have seen a local Westchester Chiefs vehicle parked outside Metrotech Plaza in Brooklyn. Now, my personal opinion is that, unless this Chief is on official departmental business, or decides to respond to a call from Brooklyn, all the way to Westchester, that this Chief is abusing the perk of having a car, provided for by the village of ************.

Do other people agree that Volunteer Chief's (and Career Chiefs also, for that matter) abuse the perk of having a free vehicle, and using it long distances away from the primary response area?
